Overview

The Shuweihat Water Transmission Scheme was a landmark infrastructure program for the Emirate of Abu Dhabi — a high-value, technically complex water transmission network serving the region's growing population and industrial base. At $850M, it was one of the most significant capital programs in Abu Dhabi's early-2000s expansion.

PROJACS International was engaged as Project Management Consultant. The mandate: implement Primavera Expedition across a team of 60 professionals working from 4 geographically distributed sites. What was planned to take 2 years was delivered in 6 months. This project was the beginning of a 23-year career.

Challenge & Solution
Construction site infrastructure UAE
⚠ Challenge

4 sites, 2-year plan, no cloud tools

Implementing Primavera Expedition across 4 distributed UAE sites before cloud deployment existed — all technical infrastructure, user access, configuration, and training had to be delivered in a fully coordinated manner with 2 years allocated in the plan.

Engineering project delivery
✦ Solution

Citrix deployment — live in 6 months

Architected a Citrix-based remote access solution enabling consistent, centrally managed platform access across all 4 sites. Delivered a fully operational Primavera Expedition system in 6 months through disciplined parallel-track delivery.

6 Months

Go-live — against a 2-year planned timeline

A 75% compression of the planned implementation timeline, achieved through disciplined delivery and Citrix-based multi-site architecture. The first of many programs delivered ahead of every expectation across a 23-year career.

Solution Delivery
1

Requirements Analysis & Configuration

Detailed requirements analysis with PROJACS project controls leads — configuring Primavera Expedition to match the specific workflows, cost structures, and reporting requirements of the $850M program.

2

Citrix Multi-Site Infrastructure

Architected and deployed a Citrix-based remote access solution to deliver Primavera Expedition to all 4 distributed project sites — centrally managed platform access without separate local installations.

3

Accelerated Go-Live: 6 Months vs 2 Years

Through intensive configuration, parallel-track testing, and proactive issue resolution — delivered a fully operational system across all sites in 6 months, 75% compression of the planned timeline.

4

60-User Training Across 4 Sites

Designed and delivered a structured training program onboarding all 60 users across 4 project sites within 12 months of go-live — covering all system functions relevant to each role.

5

Project Controls & Application Stewardship

Served as Application Steward throughout — system administration, data quality, user access, and platform governance, while also supporting cost-loaded baseline schedule management.

Key Outcomes
Live in 6 months against a 2-year planned timeline — a 75% compression achieved through disciplined parallel-track delivery.
60 users trained across 4 distributed sites — structured role-based training ensured complete adoption before paper processes were retired.
Citrix multi-site deployment pioneered — enterprise software delivered to 4 distributed sites via Citrix in an era before cloud deployment existed.
The foundation of a 23-year career — the disciplines established here became the platform for $30B+ in programs that followed.
The Shuweihat Water Transmission Scheme was not just a project — it was the start of a professional journey. Every program that followed — from the $20B Al Raha Beach Development to the $10B Abu Dhabi Airport Expansion, from Cenovus Energy in Calgary to AI transformation in Saudi Arabia — was built on the foundations established here.
